Meet Cardell

Cardell Patillo, Jr. was born and raised in Portsmouth, Viginia. He matriculated through Portsmouth Public Schools and has dedicated his life to serving his community. Cardell completed his undergraduate studies attending Norfolk State University and Liberty University. Cardell earned a Master of Arts Degree in Pastoral Counseling from Liberty University in Lynchburg, Virginia. In May of 2013 Cardell completed the Master of Divinity program at the Samuel Dewitt Proctor School of Theology at Virginia Union University (Richmond, Virginia). 


Cardell was ordained by Dr. Charles W. Beamon and Fourth Baptist Church as Youth Pastor in 2004. Cardell  most recently served for 8 years as the full time Youth Pastor on staff at Grove Baptist Church where Dr. Melvin O. Marriner is Senior Pastor. The youth ministry was a vibrant ministry which served over 700 youth on roll between the ages of 3 and 20

Cardell is currently the Executive Director for Head Start in the City of Virginia Beach. Mile High Kids consist of 6 Facilities and conducts the Head Start program for the entire city of Virginia Beach. Mile High Kids has over 60 employees and operates on budget exceeding $3,000,000.00 annually.  


Recognizing his devotion to the youth of the community , Cardell was elected to the Portsmouth School Board in November of 2014. While on the school board , Cardell has served on the finance, operations and technology committees. Cardell was elected in 2017 as the Tidewater Regional Chair of the Virgina Schools Board Association. Keeping his campaign promise, Cardell created a mentoring program within the school division and has mentored over 200 young men in the last 4 years. 


Cardell was also recognized by Inside Business Magazine as a Top 40 Under 40 award recipient. Cardell remains very active in the community. He was appointed to the Virginia Public School Authority by Gov. Terry McAuliffe in 2016  and was the selected as the Honorary Chairperson the American Cancer Society’s Relay for Life events.
